The United States is facing an escalating bird flu outbreak that experts warn could evolve into the next global pandemic. What began as isolated infections among dairy cattle has spiraled into a nationwide crisis, now affecting 875 herds across 16 states. The U.S. Department of Agriculture (USDA) recently ordered nationwide milk testing, a measure experts believe is months overdue. The delay in response has allowed the virus to spread widely, leaving researchers, farmers, and public health officials scrambling to contain it. “I don’t know if the bird flu will become a pandemic, but if it does, we are screwed,” said Angela Rasmussen, a virologist at the University of Saskatchewan.
The outbreak has revealed significant cracks in the U.S. health security system. Investigations by KFF Health News uncovered multiple systemic failures, including the federal government’s deference to agricultural interests over public health concerns, insufficient funding for health departments, and delays in federal interventions. These missteps have not only exacerbated the crisis but also undermined public trust in the government’s ability to protect both human and animal populations from emerging threats.
The economic toll of the outbreak is already staggering. The USDA has spent over $430 million on measures to combat the bird flu on dairy farms, and the virus has cost billions more in expenses and lost productivity. Dairy cows infected with the virus experience a 2-5% mortality rate and a 20% reduction in milk production, devastating an industry already under financial strain. Meanwhile, the virus has jumped to humans, with more than 60 cases reported in the U.S. This number could increase dramatically if the virus mutates to spread efficiently from person to person.
One of the most alarming aspects of the outbreak is its potential to evolve into a human pandemic. Experts warn that a few key mutations in the virus could make it highly transmissible between people. “Even if there’s only a 5% chance of a bird flu pandemic happening, we’re talking about a pandemic that probably looks like 2020 or worse,” said Tom Peacock, a bird flu researcher at the Pirbright Institute. Public health experts argue that the government’s response has been overly focused on containing the outbreak within the agricultural sector, neglecting the broader public health implications. The CDC has advised against offering existing bird flu vaccines to farmworkers, a decision criticized by occupational health researchers. “If you want to keep this from becoming a human pandemic, you focus on protecting farmworkers, since that’s the most likely way this will enter the human population,” said Peg Seminario, an occupational health expert.
Adding to the complexity is the slow pace of data collection and analysis. The USDA and CDC have faced criticism for not involving local veterinarians and researchers in their efforts, resulting in delays and incomplete data on the virus’s spread. This lack of coordination has left public health officials guessing about the outbreak’s trajectory and potential for human transmission. Surveillance efforts outside of farms have been equally inadequate, raising concerns that many human cases are going undetected.
The longer the virus circulates unchecked, the greater the risk of it becoming a pandemic. Winter months compound the danger, as flu season raises the likelihood of genetic recombination between the bird flu and seasonal flu viruses. This could create a hybrid virus capable of rapid human-to-human transmission. Experts stress that a proactive approach—such as ramping up testing, distributing protective gear, and offering vaccines—could prevent a worst-case scenario. However, such measures require significant political will and financial investment, both of which appear lacking.
Looking ahead, the bird flu crisis serves as a stark reminder of the vulnerabilities in America’s public health and agricultural systems. The pandemic potential of the virus highlights the urgent need for reforms, from better surveillance and quicker federal responses to stronger protections for farmworkers. Without these changes, the nation risks repeating the mistakes of COVID-19, with potentially even graver consequences.
As the U.S. prepares for a new administration in January, experts predict that political shifts could further complicate the response. Policies on immigration and farmworker rights, for example, could influence the availability of labor and the willingness of workers to report symptoms or seek medical care. The next six months will be critical in determining whether the bird flu outbreak can be contained—or if it will spiral into the global disaster many fear.
“We are at a crossroads,” said Jennifer Nuzzo, director of the Pandemic Center at Brown University. “We have the tools to contain this, but only if we act decisively and comprehensively. Otherwise, the costs—in lives and livelihoods—will be incalculable.”
