Leaked White House Document Reveals Federal Layoff Plans Across 22 Agencies
Cuts of entire agencies are possible. Probable, in fact.
A newly uncovered internal White House document reveals the Trump administration’s intent to downsize federal agencies by as much as 50 percent, marking one of the most aggressive government reduction efforts in U.S. history.
The document, obtained by The Washington Post, shows draft layoff plans from 22 federal agencies, including the IRS, HUD, EPA, and the Small Business Administration.
While officials caution that the figures are not final, they reflect a serious push to fulfill Trump's long-standing goal to shrink the federal workforce and “cut waste, fraud, and abuse.”
In some cases, entire divisions are being targeted—such as HUD potentially losing half its 8,300-person staff and the IRS facing a one-third reduction.
“This document is a pre-deliberative draft and does not accurately reflect final reduction in force plans,” said White House deputy press secretary Harrison Fields.
Sources familiar with the plans indicate that deep cuts are coming.
The scale of the proposed cuts could drastically alter how government services function—or fail to function. Field office managers at the Social Security Administration are reportedly answering phones themselves due to staffing shortages, while national parks have canceled reservations after firing entire teams.
A 10 percent cut at the EPA includes axing over 1,100 people from its research arm. Treasury staff reductions are expected to dent tax collections by at least 10 percent. And Veterans Affairs could lose up to 80,000 employees, especially in call centers and support roles, which insiders say risks delaying services to veterans. One agency source summarized the approach bluntly: streamline with automation, cut support staff, and preserve only “mission-essential” roles.
While spending on the civil service represents a sliver of the federal budget, the layoffs appear aimed at weakening the machinery behind major government programs.
Legal experts note the administration is leaning on the reduction-in-force (RIF) process to avoid the kind of court defeats that plagued earlier mass firings.
“The RIF process is the one that is established in law and regulation about how to reduce workforces,” said former White House budget official Robert Shea.
Still, the fallout is already being felt—and lawsuits are likely. The administration, working with Elon Musk’s DOGE (Department of Government Efficiency—not a real government department), has yet to release its full budget or a complete justification for the cuts.
But one thing is clear: the war on bureaucracy is no longer just rhetoric—it’s becoming policy.
